Mayor Gavin Buckley and the entire Annapolis City Council recognize the legacy of the determination and courage of African Americans to join governance of the City where they lived. The City of Annapolis has the distinction of being home to the first African American elect in the State of Maryland.  William Henry Butler, Sr., of 148 Duke of Gloucester Street was elected to the Annapolis City Council in 1873, the first person of color to serve since 1708.
